If a hall is set at 250 plates, meeting that number means the space effectively costs nothing, because the catering is the bill. Coming in under it — say 180 guests against a 250-plate floor — means paying the shortfall on the remaining 70. That shortfall is normally negotiable rather than charged at the full per-plate rate, which is the part very few people know to ask about. A sadya is not priced the way a buffet is.
